Have your say on a proposal to trial pole-mounted electric vehicle chargers in your area.

EV ownership is rising and while most EV charging occurs at people’s home, many do not have easy access to charge on their property, creating a significant barrier to EV ownership. We are supporting the transition by facilitating a network of convenient charging stations to help meet our zero-carbon emissions target by 2030.

This initiative follows community consultation in 2023 to understand support for on-street charging where off-street charging is not possible, and an application from a charge-point operator in response to Council’s 2024 expression of interest process.

We are currently assessing the commercial charge-point operator’s application and before deciding, we would like to understand people’s feedback who live near the proposed location.

As part of the trial, a pole-mounted electric vehicle charging station would be installed by the operator, requiring two adjacent parking spaces to be designated for electric vehicle charging only. Use of the chargers would require payment. The plans, location, and proposed parking restrictions for the proposed charger are included under the EV charger trial location section below.

A pole-mounted electric vehicle charging station is a small, AC-powered unit designed for use in residential areas. This charger can fully charge some electric vehicles in roughly 3 hours depending on the car’s battery, onboard charger and power availability. For some cars a full recharge can take much longer than this.

The trial would run for a minimum of two years, however, would be extended if found to be successful after evaluation. If the proposal goes ahead, parking in this spot will only be permitted for charging electric vehicles within the timed restrictions.

Measuring success of the trial

The chargepoint operator will provide council access to usage data. This will be used to monitor and evaluate how the trial is going on an ongoing basis. After two years, an evaluation of usage data and community feedback will be used to determine if the trial continues or if changes are made.

The trial will be deemed successful if there is sufficient use of the charger (ensuring it is supporting increased EV uptake in our community), that it’s an efficient use of kerbside space, and there are no major issues.

Changes to the trial may include changing or removing designated EV charging parking restrictions. Due to the high cost of installation, chargers are unlikely to be removed unless there are material health and safety or regulatory issues, however relocation may occur.

If the proposal goes ahead, a separate notification would be sent ahead of the install which would likely be from late 2025.

Council currently manages 2 electric vehicle charging stations; one at Prahran Square and the other next to the Malvern Town Hall at 290 Glenferrie Road.

There are also several other privately owned and operated electric vehicle charging stations around Stonnington such as at Chadstone Shopping Centre and Malvern Central Shopping Centre.
