The community feedback gathered through this process directly shaped the draft Transport Strategy 2040 and three Action Plans now available for community review.

Why we're creating this strategy

As Stonnington grows and changes, we need a transport network that supports our community now and into the future.

Under the Victorian Government's Transport Integration Act 2010, Council is responsible for planning and managing local parts of the transport network, including streets, bike routes, parking and footpaths, to support the wider transport system and ensure it continues to be safe, connected and sustainable.

Stonnington's population is expected to grow significantly. The Victorian Government's Activity Centres Program is a set of planning changes that fast-tracks more housing in Stonnington, allowing more people to live in areas close to public transport. Up to 50,000 new homes are expected to be developed in Stonnington by 2051, nearly doubling our population over the next 25 years.

As Stonnington grows, more people will be using our local roads, public transport and footpaths. The Transport Strategy sets out how we plan for this change by:

  • Guiding future transport decisions.
  • Improving connections between different transport options.
  • Making it easier for people to get around.
  • Supporting a wider range of travel choices.

Transport in Stonnington is managed between different organisations. This strategy focuses on Council's responsibilities and how we can advocate with other partners for transport systems that are safer, fairer and better connected.

At the close of consultation what we hear will inform development of a draft Transport Strategy 2025-2040 and associated Action Plans, which we will share with you later this year.

Transport affects every part of our daily lives — how we get to work or school, how we visit friends, get to local shops, visit parks and access services.

Our city is changing and, with more people living and working in Stonnington, the way we travel is evolving. We also face challenges like climate change, traffic congestion and road safety concerns.

A Transport Strategy helps us plan ahead. It sets a long-term vision and clear direction for how Council will:

  • Make streets safer – especially for people walking and riding near schools and parks.
  • Give people more travel choices – so everyone can move easily, whether they drive, ride, walk or take public transport.
  • Support a growing population – ensuring our transport network can handle more people.
  • Reduce our environmental impact – by encouraging healthier, low-emission and sustainable ways to travel.
  • Spend wisely – by prioritising projects that deliver the biggest benefits for our community.

Without a clear strategy, we risk working in a piece meal way — fixing problems without addressing the bigger picture.

A strategy brings everything together so we can build a transport system that’s safe, connected, inclusive, and ready for the future.

The Transport Strategy is built on the three pillars of active transport, road safety, and parking and sets out key directions and actions to respond to transport-related challenges and opportunities across the city.

Active Transport Action Plan

We’re bringing together our current strategies for walking, cycling, wheeling, micromobility (like e-scooters), and public transport to create a consolidated Active Transport Action Plan.

This new plan will focus on improving safety, connectivity, accessibility and uptake of active and sustainable travel options across Stonnington.

Road Safety Action Plan

The Road Safety Action Plan will focus on improving the safety and accessibility of our roads for everyone — whether you walk, cycle, drive, or ride – with emphasis on the most vulnerable road users.

It will consider both the physical road environment and the behaviours of road users.

Parking Action Plan

Parking is key to how we access our roads, support local businesses and respond to changing travel needs.

In 2024, parking engagement was undertaken separately through a dedicated process. That feedback directly shaped the Parking Action Plan now available for community review. What we heard

Community engagement took place during May and June 2025. We aimed to gather insights on how people move around our city to shape future transport priorities and actions.

Activities included:

Promotion and awareness were supported through postcards, posters, digital screens, newsletters, and online channels.

  • How you get around

    People were asked which modes of transport they used in the past month for work, study, shopping and recreation. Most used more than one way of getting around.

  • Transport modes you want to use more

    People were asked if there were any transport modes they would like to use more.

    43% want to use tram more

    43% want to cycle more

  • Road safety issues

    People were asked what road safety issue in Stonnington most concerned them.

    Safety and speed: concerns about reckless driving and calls for lower speed limits were most common.

  • Barriers to getting around

    Over 80% of people who identified with a disability said transport issues make it hard to reach certain places, mainly due to poor footpath quality and access to public transport.

Top priorities

People were asked to choose the transport priorities most important to them. The top three priorities are below.

  • 1. Increase accessibility, quality and connectivity of public transport through advocacy to state government

  • 2. Increase the quality and amenity of active transport routes

  • 3. Increase pedestrian and cyclist priority on and across roads
