This is one of several precincts across Stonnington where changes to on-street parking restrictions are being explored.

Chapel Street is a busy, dynamic precinct, home to a wide mix of businesses, from its world-renowned restaurant and café scene to its iconic nightlife, unique retail and health and wellness offerings. Chapel Street is always on. Between July 2025 and June 2026, the precinct saw over 3.17 million unique visitors and an estimated $1.01 billion in spend.

We know businesses across the precinct have different needs when it comes to parking, and we're keen to hear from as many as possible. Making sure the street stays accessible for both businesses and customers is a key part of why we're exploring these changes.

About what's being proposed

We're exploring changes to on-street parking restrictions around Chapel Street, across Windsor, Prahran and South Yarra, to help make it easier for customers and visitors to find a park.

What's being explored:

  • Extending time-limited parking (such as 15-Minute, 1-Hour and 2-Hour limits) to operate longer hours, across more days.
  • Keeping existing Loading Zone, Truck Zone and similar restrictions as they are.
  • Introducing new time-limited parking in some currently unrestricted spaces near businesses.

Each area has its own map and details.

These changes would only apply to parking next to non-residential properties, such as shops, cafes, restaurants, offices and other businesses. For mixed-use buildings, a property is considered non-residential where the ground floor is used for a commercial purpose.

These changes are an initial response to current parking needs. We may review parking across the wider area in future and will keep the community informed about any further proposals.

Chapel Street, Windsor

Here's what's being explored for this area:

  • Time-limited parking (15-Minute, 1-Hour, 2-Hour) extends to 9am–9pm, 7 days a week
  • Where there are restrictions such as Loading Zone or Truck Zone, those hours and days will not be extended. However, timed restrictions would be installed outside those existing hours and days to provide additional turnover for customers and visitors.
  • No change to No Stopping areas
  • New time-limited parking on currently unrestricted spaces near businesses

Chapel Street, Prahran

Here's what's being explored for this area:

  • Time-limited parking (15-Minute, 1-Hour, 2-Hour) extends to 9am–9pm, 7 days a week
  • Loading Zone and Truck Zone restrictions stay the same, with new time-limited parking applying outside those hours
  • No change to No Stopping areas
  • New time-limited parking on currently unrestricted spaces near businesses

  • Two 30-Minute spaces in Princes Close Car Park (outside the Loading Zone), operating 6pm to midnight, 7 days a week

Chapel Street, South Yarra

Here's what's being explored for this area:
