Fees and charges review - proposed changes

Each year, as part of the annual budget process, the City of Stonnington adopts an updated schedule of fees and charges for services we provide to the community. These user fees reflect both statutory (charges not determined by Council) and non-statutory (charges determined by Council) fees/charges.

We recently reviewed a selection of non-statutory user fees and charges to determine if the existing charges are consistent with full economic cost recovery and/or competitive pricing (which utilised both private and public sector charges), while also assessing the level of both individual and collective benefit of each service. The areas below were assessed and recommendations for fee increases were put to Council for public consideration at the meeting of 20 November 2023.

We are now seeking public input into these proposed changes.

The results from this consultation will be presented to Council in the new year and will inform the final adoption of any changes.

The liveability and compliance unit of Council undertake a number of statutory functions including the issuing of permits, completing inspections and ensuring enforcement of Local Law and State Legislation.

The fees outlined below relate to the asset protection compliance activities undertaken throughout the municipality.

Traffic and parking services provides strategic planning, policy development and day to day management of traffic and transport related issues, including managing Council's activity centre car parks.

The fees outlined below relate to the car parking activities undertaken throughout at the designated locations.

Children and family services provide family oriented support services including child care, pre‐schools, toy library, maternal and child health, pre‐school dental, counselling and support, youth services, immunisation, family day care and holiday programs.

The fees outlined below relate to the Early Years activities undertaken at specific locations.

  • Merchant Fees on Charging

The liveability and compliance unit of Council undertake a number of statutory functions including the issuing of permits, completing inspections and ensuring enforcement of Local Law and State Legislation.

The fees outlined below relate to the foot path trading compliance activities undertaken throughout the municipality.

Malvern Valley Golf Course services provides public open space, significant environmental areas and an 18 hole public golf course.
The fees outlined below relate to the Golfing services provided at this facility.

  • The City of Stonnington is currently charged by banks when customers pay for various fees, charges and rates by debit / credit card.
  • Under Federal Government legislation, any organisation can set a rate to on-charge these fees to the card holder.
  • We propose setting the following recovery charges for the following various card types:
