About what's being proposed

We're exploring changes to on-street parking restrictions around Central Park Village, to help increase parking turnover and make it easier for customers and visitors to find a park.

Here's what's being explored for this precinct:

  • Existing time-limited parking (such as 15-minute, 1-hour, 2-hour) extends to 9am to 9pm, seven days a week
  • Loading Zone and Truck Zone restrictions stay the same; time-limited parking applies outside those hours
  • No change to No Stopping areas
  • Introducing timed restrictions on currently unrestricted parking

Also requested by local businesses
During this review, we received a request from local businesses for Burke Road (west side, between 155 and 163 Burke Road): replace five 1-Hour spaces with 30-Minute, operating 9am to 9pm, 7 days a week.

For example:

Current restrictionProposed restriction
2-Hour, 9am to 6pm, Monday to Friday2-Hour, 9am to 9pm, 7 days
Loading Zone, 9am to 6pm, Monday to Friday
  • Loading Zone stays the same
  • 2-Hour parking applies 6pm to 9pm Monday to Friday, 9am to 6pm Saturday and Sunday*
Unrestricted2-Hour, 9am to 9pm, 7 days*
1-Hour, 9am to 5pm, Monday to Friday, 9am to 12 Noon Saturday (Burke Road, west side, five spaces) 30-Minute, 9am to 9pm, 7 days

*Time limits for new restrictions will be matched to nearby time limits.

The changes would only apply to parking next to non-residential properties, such as shops, cafes, restaurants, offices and other businesses. For mixed-use buildings, a property is considered non-residential where the ground floor is used for a commercial purpose.

These changes are considered interim measures. A broader, area-specific parking review will occur in future and may consider different restrictions.

You are also welcome to drop into an information session and chat to Council officers in person, no need to book.

Session: 4:00pm – 6:00pm

Malvern Library (downstairs meeting room), 1255 High St, Malvern VIC 3144

Parking: On-site parking at the library is very limited, with strict time limits. Free time-restricted street parking is available on High Street and nearby streets, or try the Malvern Town Hall car park (Glenferrie Road entrance) or Drysdale Street car park nearby.

Public transport: Malvern Station (Frankston, Dandenong/Pakenham and Cranbourne lines) is about a 10-minute walk, or take the Route 16 tram to High Street/Glenferrie Road.

What happens next

Feedback will inform what changes do or don't go ahead in each area. It will be considered alongside technical advice, traffic and parking data, and broader community benefit, before a further report is presented to Council later in 2026, seeking a decision on any changes.

Everyone who received a consultation letter will also be notified of the outcome by mail.
