Public Park & Recreation Zone Updates Planning Scheme Amendment C339ston

Amendment C339ston proposes to rezone several existing or planned areas of public open space across the municipality to Public Park and Recreation Zone and delete redundant or unnecessary overlays.

CURRENT STATUS: Amendment C339ston split into Parts 1 & 2

At its meeting on 15 December 2025, Council resolved to split Amendment C339ston into two parts:

  • adopt Amendment C339ston Part1 and submit for Ministerial approval
  • refer Amendment C339ston Part 2 and submissions to an independent Planning Panel for consideration.

Next step: Following Council’s resolution on 15 December 2025 to adopt Amendment C339ston Part 1, it was submitted to the Minister for Planning for approval.

  • Panel Hearing: Week of 11 May 2026

Past Stage: Exhibition

Amendment C339ston was exhibited from 28 August to 29 September 2025. The exhibition period has now closed.

Next Steps

Following Council’s resolution on 15 December 2025, Amendment C339ston Part 2 was referred to an independent Planning Panel appointed by the Minister for Planning.

The Panel will consider all submissions received and hold a Directions Hearing and Panel Hearing. Submitters will be notified directly by the Panel and how they can participate. The following pre-set panel hearing dates have been set for AmendmentC339ston Part 2:

  • Directions Hearing: Week of 6 April 2026
  • Panel Hearing: Week of 11 May 2026

After a Panel hearing, the Panel will provide a report with recommendations to Council. Council will then consider the Panel’s recommendations before deciding whether to adopt the amendment, with or without changes, or abandon it.

In accordance with the public availability requirements in Division 6A of Part 9 of the Planning and Environment Act 1987 (Vic), Council will disclose your Personal Information to any person who wants to inspect or receive a hard or soft copy of the submissions, in person at Council’s offices, from the date of submission up until two months after the amendment comes into operation or lapses. Council also discloses submissions to Planning Panels Victoria. In accordance with sections 197F and 197G of the PE Act, Council will not disclose your Personal Information online, and will redact any details about you before submissions are published on Council’s website.
