A Council resolution on 22 July 2024 proposed amendments to the Governance Rules in relation to the following divisions of Chapter 2 – Meeting procedure for Council meetings:

• Division 4 – Motions and debate
• Division 5 – Procedural motions
• Division 11 – Voting
• Division 12 – Minutes

The proposed changes to the Governance Rules were adopted for community consultation on 22 July 2024 to occur between 24 July 2024 and 14 August 2024 (inclusive).

The main changes are:

• no longer allowing agenda items to be moved en bloc
• recording of the vote cast by each Councillor, unless carried unanimously, in the minutes
• recording of the name of each Councillor who spoke to a motion or amendment in the minutes.
