Dear Community Member,

As you are aware, temporary traffic arrangements have now been in place in Greville Street, King Street and Porter Street for over six months. These arrangements have proven to be popular with local residents, business owners and visitors to the precinct.

Extensive community consultation has been undertaken prior to and throughout the trial period and your feedback has been incorporated into the final designs. Council has also recently delivered the first stage of this project with improvement works undertaken in Grattan Gardens, creating a new space for the community to use and enjoy.

The next steps for this project are for Council to determine whether to proceed to make the temporary traffic arrangements permanent. Permanent construction will involve replacing the temporary kerbs, cafe barriers, trees and plants in pots with high quality finishes such as widened bluestone footpaths for more public space and on street dining/ trade opportunities, large in-ground trees to create a greener avenue along Greville Street, Porter Street and King Street, new pedestrian and street lighting to improve safety at night and more public seating and public art.

Further improvements to the Porter Street and Greville Street intersection and Porter Street and Commercial Road intersection have been discussed with relevant service authorities and we will also be seeking to implement these in permanent form.

In order for Council to consider whether to proceed with the works permanently, a public notification process is required. This process is discussed over page.

Should Council decide to proceed with permanent arrangements, the construction of works will be staged to minimise disruption to residents and business owners.

Public Notification Process

This letter is to advise that a public notice has been issued by Council on the above proposal in accordance with the provisions of S223 of the Local Government Act 1989.

The public notice will be published in The Age newspaper on Saturday 28 January, 2017 and in the Stonnington Leader on Tuesday 31 January, 2017. A copy of the public notice is provided with this letter.

Submissions are now invited in accordance with the provisions of Section 223 of the Local Government Act 1989. Submitters are invited to separately address the Greville/Porter Streets and/or King Street components within their submission. Submissions must be received in writing by COB Tuesday 28 February 2017 in either of the following ways:

Any person making a submission is entitled to state in the submission that they wish to appear in person, or to be represented by a specified person at a committee of Council that will hear submissions.

Please note that copies of the submissions (including submitters’ names and addresses) will be made available to the Council or special committee meeting at which the above proposal will be considered.

All submitters will be given at least 14 days written notice of the date, time and location for the meeting of a Committee of Council to hear submissions.

What are the permanent changes?

Component A - Greville/Porter Street Treatments

• One-way west bound traffic flow along Greville Street between Izett Street and Porter Street. This will allow for wider footpath, better street lighting, an avenue of trees, more cafe dining/ trade opportunity and public seating.
• One-way north bound traffic flow along Porter Street between Greville Street and Commercial Road with safety improvements to the rail crossing and Commercial Road and Porter Street intersection.
• Component B - King Street Closure
• King Street closure to traffic between Chapel Street and Little Chapel Street (while maintaining access to residential parking) with seating and planting to encourage retail and leisure activities.

Staging of the works

The works will be staged so as to minimise impacts to patrons, residents and business owners. Council will liaise with traders adjacent to the works to determine the best construction methodology so as to minimise disruption.

Within 2017, the following two stages are proposed:

1. Greville Street West between Grattan Street and Porter Street
2. Shared Zone in Greville Street between Izett Street and Grattan Street
