CURRENT STATUS: REFUSAL DECISION
Following Council’s resolution on 13 October 2025 to adopt the Amendment, it was submitted to the Minister for Planning for approval.
On 24 November 2025, the Minister decided to refuse Amendment C341ston, and the Amendment lapsed on the date of that decision.
The Notice of Lapsing of Amendment was published in the Government Gazette on 1 December 2025 (No. S 662).
About the Amendment
Amendment C341ston proposes to amend the Stonnington Planning Scheme to implement the recommendation of the ‘Former Ken-Ailsa, 13-15 Avalon Road, Armadale Heritage Citation’ prepared by Trethowan Architecture.

Directions hearing
At the Directions Hearing, the Panel will:
- give directions about exchanging information before the Hearing and the conduct of the Hearing
- consider Hearing times and venue and site inspections
- answer questions people have about the Panel process including the Hearing.
The Directions Hearing will be held in person:

You should attend the Directions Hearing if you:
- are new to the Panel process and/or wish to participate in the Hearing
- have questions about the Panel process or wish to raise procedural issues.
The Panel proposes to issue directions after considering all requests to be heard and any additional matters
raised at the Directions Hearing or in writing before the Directions Hearing.

Council is collecting the following Personal Information to facilitate the submission process: name, address, phone and email (Personal Information). You also have the option to provide additional personal information about yourself in your free-text submission, but that is not required as part of this form and is provided at your discretion. You must not submit any personal information or copyright material of any other person without their informed consent.
Your Personal Information will be used for the following primary purposes:
- To consider and address your submission, and contact you about it.
- To invite you to council meetings or public hearings in regard to the Amendment.
- To facilitate the community engagement and submission process associated with the Amendment.
- To make decisions in relation to the Amendment.
- In the case of joint submissions, determine who is the preferred contact person in relation to the submission.
In accordance with the public availability requirements in Division 6A of Part 9 of the Planning and Environment Act 1987 (Vic), Council will disclose your Personal Information to any person who wants to inspect or receive a hard or soft copy of the submissions, in person at Council’s offices, from the date of submission up until two months after the amendment comes into operation or lapses. Council also discloses submissions to Planning Panels Victoria. In accordance with sections 197F and 197G of the PE Act, Council will not disclose your Personal Information online, and will redact any details about you before submissions are published on Council’s website.
