About the Amendment
Amendment C350ston proposes to implement the recommendations of the South Yarra Heritage Review and the Prahran East High Street Precinct Heritage by GJM Heritage, and introduces the Stonnington Thematic Environmental History: Postwar Addendum by Built Heritage to the Stonnington Planning Scheme on a permanent basis, including the following changes:

The amendment will also make various changes to existing individual places and precincts, including revisions to place and precinct names, addresses, gradings, new controls, deletions, and other corrections where necessary.

The City of Stonnington completed the South Yarra Heritage Review with GJM Heritage in March 2025, and is the first comprehensive review of heritage within South Yarra since 1994. The independent review focused on reviewing and updating existing individual places and precincts, while also identifying new places of local heritage significance.
The Prahran East High Street Precinct was assessed to be of local heritage significance, as it demonstrates the importance of neighbourhood shopping strips before the widespread use of cars and the development of chain stores and supermarkets. Its historic setting attracts upscale textiles and homewares stores, along with sought after cafes and restaurants.
The Stonnington Thematic Environmental History: Post-war Addendum highlights key historical activities and development that occurred within the municipality between 1945-2000, and the Post-war Addendum addresses a gap in the analysis of post-war era Stonnington. The Post-war Addendum details a variety of themes, including growth of suburban development, modernist architecture, high density living, migrant and LGBTIQA+ communities, arts and culture, sports and commercial activity during this important period. The South Yarra Heritage Review, the Prahran East High Street Precinct and the Stonnington Thematic Environmental History: Post-war Addendum are to be implemented through Amendment C350ston (permanent controls).
Council has also sought the application of interim controls through Amendment C351ston to places and precincts identified in the heritage studies, to ensure that their heritage values are protected while permanent controls are considered through Amendment C350ston.

What is the South Yarra Heritage Review?
The South Yarra Heritage Review is the fourth suburb review and follows the Malvern Heritage Review, the Toorak, Kooyong and Armadale Heritage Review, and the Prahran and Windsor Heritage Review. The review forms part of Council’s broader suburb-by-suburb review program that was developed in response to the Stonnington Heritage Strategy and Action Plan 2018-2029.
The City of Stonnington’s current heritage information for South Yarra has been developed since 1994 and needs to be reviewed and updated in line with current best practice.
The South Yarra Heritage Review includes the review of a number of existing individual places and precincts across South Yarra and identification of new places and precincts that are ‘gaps’ within the Heritage Overlay. The review provides a holistic understanding of the cultural and historical development across South Yarra.
What is the Prahran East High Street Precinct?
The Prahran East High Street Precinct was identified during the development of the Neighbourhood Activity Centres Framework. The precinct was assessed to be of local heritage significance, as it demonstrates the importance of neighbourhood shopping strips prior to the widespread adoption of cars and the development of chain stores and supermarkets. Its historic setting continues to attract specialist textile and homewares stores alongside sought-after cafes and restaurants.
What is the Stonnington Thematic Environmental History: Post-war Addendum?
The Stonnington Thematic Environmental History: Post-war Addendum highlights key historical activities and development that occurred within the municipality between 1945-2000, and the Post-war Addendum addresses a gap in the analysis of post-war era Stonnington. Why was the Stonnington Thematic Environmental History: Post-war Addendum required?
The Stonnington Thematic Environmental History: Post-war Addendum was developed in order to address a large gap in the analysis of post-war era Stonnington, which was raised as an issue in relation to previous heritage reviews.
The development of the Post-war Addendum and inclusion as a background document to the Stonnington Planning Scheme will support the identification of post-war places in the South Yarra Heritage Review and the on-going identification and protection of places from the post-war period.
