About the Amendment

Amendment C331ston proposes to implement the recommendations of the Prahran and Windsor Heritage Review by Extent Heritage and the Darling Road Commercial Precinct Citation by GJM Heritage to the Stonnington Planning Scheme on a permanent basis, including the following changes:

  • 10 new individual places identified for local heritage significance

  • 9 new precincts identified for local heritage significance

  • 4 existing heritage precincts identified for extension

  • 13 existing individual places and 7 precincts that were reviewed, with updated Statements of Significance

The amendment will also make various changes to existing individual places and precincts, including revisions to place and precinct names, addresses, gradings, new controls, deletions, and other corrections where necessary.

The City of Stonnington completed the Prahran and Windsor Heritage Review with Extent Heritage and the Darling Road Commercial Precinct Citation with GJM Heritage in 2024. The Prahran and Windsor Heritage Review is the first comprehensive review of heritage in Prahran and Windsor since 1994. The independent review focused on reviewing and updating existing individual places and precincts, while also identifying new places of local heritage significance.

The Darling Road Commercial Precinct was assessed to be of local heritage significance, as it demonstrates the important role of small shopping strips in the lives of local communities before the widespread use of cars and the development of chain stores and supermarkets.

Council has also sought the application of interim controls through Amendment C330ston to places and precincts identified in the heritage review and Citation, to ensure that their heritage values are protected while permanent controls are considered through Amendment C331ston.

What is the Prahran and Windsor Heritage Review?

The Prahran and Windsor Heritage Review is the third suburb-by-suburb review and follows the Malvern Heritage Review and the Toorak, Kooyong and Armadale Heritage Review. The review forms part of the on-going municipal-wide Heritage Review program that was developed in response to the Stonnington Heritage Strategy and Action Plan 2018-2029.

The City of Stonnington’s current heritage information for Prahran and Windsor has been developed since 1994 and needs to be reviewed and updated in line with current best practice.

The Prahran and Windsor Heritage Review includes the review of a number of existing individual places and precincts across the two suburbs and identification of new places and precincts that are ‘gaps’ within the Heritage Overlay. The review provides a holistic understanding of the cultural and historical development across Prahran and Windsor.


What is the Darling Road Commercial Precinct?

The Darling Road Commercial Precinct is formed by a group of highly intact commercial buildings along Darling Road in Malvern East and is of local historical significance to the City of Stonnington. The precinct demonstrates the importance of neighbourhood shopping before the widespread use of cars. Today, it continues to provide opportunities for mixed use development including small businesses, medical services and residential apartments above shops.
