Council is seeking expressions of interest from suitably qualified people who have the time and interest in being one of up to three community representatives on Council’s recently established Animal Management Taskforce. The Taskforce comprises:

  • Tim Dyke, Chair
  • Lesley Humphries, Secretariat
  • Councillor Melina Sehr, Mayor
  • Councillor Tom Humphries, Deputy Mayor
  • Councillor Meghan Hopper
  • Councillor Steve Stefanopoulos

The Taskforce’s responsibility will be to prepare a report with recommendations for Council’s consideration by 15 December 2025. The Taskforce will advise Council on recommended proposals for future animal management and welfare services which can be in place by 1 July 2026. Services recommended could include but are not limited to: a regional pound, in-house service delivery, value-for-money review, potential new tender specifications, philanthropy options, and potential revenue generation opportunities.

Expressions of interest are being sought from community representatives with demonstrated expertise in business management, financial analysis, and strategic planning, and one representative with leadership experience in the animal welfare sector, with proven expertise in low-kill animal management models, including comprehensive animal rescue, rehoming, and foster care programs. The Taskforce will be supported by a secretariat. All selected community representatives will be expected to attend monthly meetings, read papers ahead of the meetings, and offer constructive advice taking into account their professional background and skills. Selected community representatives will also be required to adhere to confidentiality requirements and declare any conflicts of interest.

The EOI will be open from 4 July to midday 18 July. Eligible candidates will be shortlisted against a skills matrix for consideration by the Chair, secretariat and Councillor members of the Taskforce, of the Committee, and then for formal endorsement at a Council meeting. The list of candidates and shortlist will be kept confidential, and only the names of those who are selected to join the taskforce will be released, after the Council has endorsed their appointment.
