Outcome of consultation

Thank you to everyone who took part in the consultation for 78 Osborne Street, South Yarra.

Council has now considered community feedback and made a decision about this property at a Council Meeting on 9 February 2026.

Why this decision was made

Council made this decision after carefully considering community feedback, alongside practical and financial factors.

Key reasons included:

  • The property has been vacant since the former 'meals on wheels' food preparation and catering delivery facility closed in 2024.
  • Future options were considered under a public value assessment in 2025; no other Council service was identified that could justify the significant costs to redevelop or repurpose.
  • The area is well-served by nearby open spaces and due to being zoned Public Park and Recreation, sale of the site would require reinvestment of net sales proceeds into replacement open space of an equivalent size and quality.
  • Council made the decision to divest the property and put the funds towards the acquisition and creation of new open space in the area.

Community engagement

Intention to sell

We’re seeking your feedback regarding the proposed sale of the property at 78 Osborne Street, South Yarra.

Formerly known as the George Gahan Elderly Citizens Club, this site was most recently utilised as a service that delivered meals, including food preparation and catering delivery facility. The property has been vacant since the centre closed in 2024 when all clients were transitioned to services contracted by the Australian Government.

A review has identified no other Council service use for the property.

At our July council meeting, it was agreed to undertake community consultation to seek feedback on the potential sale of the property.

The proposal is that Council sell the property and that any proceeds from the sale be invested in the Open Space Reserve Fund and set aside to for replacement open space within the local area.

The proposed sale will be subject to the rezoning of the Land from Public Use Zone to Neighbourhood Residential Zone or such other zoning as determined by Council.

Please note feedback must be received by 11.59pm on 26 October 2025.

Following the conclusion of this consultation, a report will be presented to Council for consideration.
