Road Safety Improvements - Windsor - Proposal Plans
Trial a 30 km/h speed limit (down from 40 km/h) in the Council-managed section from Alexandra Avenue to Dandenong Road for an initial 18-month period. Safer speeds reduce both the likelihood and consequences of crashes and in Chapel Street would support more people to walk and cycle, creating a more pleasant environment. New speed signage would be installed. Trial would run for 18 months with further opportunities to provide feedback to help determine if it is made permanent.
June 2025 Update: Council approved the trial of 30km/h speed zones in this area. Further information and opportunities for community feedback will be available on a Connect Stonnington page when implementation begins.
Trial a 30km/hr speed limit (down from the current 40km/h) to improve safety for riders on this existing local bike route. Safer speeds reduce both the likelihood of, and the consequences of crashes. New speed signage would be installed. No other changes are proposed, and trial would run for 18 months with further opportunities to provide feedback to help determine if it is made permanent.
June 2025 Update: At this time, the project is not proceeding, though it may be revisited in the future.

Upgrade The Avenue intersection to improve cyclist safety and connectivity by reallocating one of the turning lanes so southbound cyclists can use the refuge island and the signalised crossings of Dandenong Road to access St Kilda East. The Avenue is part of the 2km north-south cycling corridor between Toorak Rd and Dandenong Rd, and can be used as an alternative to Chapel St or Williams Rd. Project would require removal of one parking space. This project will also benefit people walking as it will be safer and easier to cross fewer traffic lanes on The Avenue.
June 2025 Update: Council approved the construction of this project, further information will be made available on the major infrastructure works and projects page when the program is implemented.
