Road Safety Improvements - Armadale - Proposal Plans

Implement a 40 km/h area speed limit for the local streets within the area bounded by Malvern Road, Kooyong Road, High Street and Orrong Road, in Armadale. The area has high numbers of people walking and riding to Toorak Railway Station, local shopping on High St, and Rose St and Beatty Ave, Toorak Park, and Loreto. Safer speeds reduce both the likelihood and the consequences of crashes, and encourage walking and cycling. New speed signage would be installed.

The area is largely residential and has large numbers of people walking and cycling to Malvern Central Shopping Centre and the shopping strip along Glenferrie Road and Wattletree Road, and people accessing local tram routes. Safer speeds reduce both the likelihood and the consequences of crashes, and encourage walking and cycling. New speed signage would be installed.

The area has high numbers of people walking and riding to Armadale Railway Station, local shops, the King David School, and local shops and reserves. Safer speeds reduce both the likelihood and the consequences of crashes, and encourage walking and cycling. New speed signage would be installed.

Trial a 30km/hr speed limit (down from the current 40km/h) on Northcote Rd between Rose St and Densham Rd and Densham Rd between Rose St & Northcote Rd to further improve safety for the school community, especially for those walking and riding during pick-up and drop-off, and others in the community. Safer speeds reduce both the likelihood of, and the consequences of crashes. New speed signage would be installed. Trial would run for 18 months with further opportunities to provide feedback to help determine if it is made permanent.

Trial a 30km/hr speed limit (down from the current 40km/h) on Huntingtower Road and Mercer Road to further improve safety for the school community, especially for those walking and riding during pick-up and drop-off, and others in the community. Safer speeds reduce both the likelihood of, and the consequences of crashes. New speed signage would be installed. Trial would run for 18 months with further opportunities to provide feedback to help determine if it is made permanent.

Introduce a 10km/h shared zone where people walking, riding, and shopping would have priority in this busy retail and station precinct. Provide after-hours walking access from Kooyong Road to the train station when Kings Arcade is closed. Safer speeds reduce both the likelihood of, and the consequences of crashes and help create a more pleasant environment. New speed signage would be installed. A kerb outstand would be built at the base of the station access steps to address safety issues relating to sightlines, requiring removal of one parking space. The shared zone would see removal of one to two parking spaces between Kingsway and Kooyong Road to provide refuge points for pedestrians and cyclists.

Build a raised pedestrian crossing on Densham Road at the intersection with Malvern Road, including kerb extensions to address an unsafe wide crossing. This would provide priority for pedestrians to access the train station, bus stop and local shops. Raised crossings improve accessibility, and improve safety by making people walking more visible to drivers. There would be no changes to parking.

Build a raised pedestrian crossing on Hampden Road at the intersection with Avondale Road, including realigning kerbs to narrow the crossing distance and slow turning vehicles to improve safety. Currently there are no pram ramps to cross this road and the bluestone path in the centre island is difficult for many to use. Raised crossings improve accessibility, and improve safety by making people walking more visible to drivers.

Build a raised pedestrian crossing on Morey Street at the intersection with Kooyong Road to provide priority for pedestrians to access the train station, bus stop and local shops. Raised crossings improve accessibility, and improve safety by making people walking more visible to drivers. A bike ramp is proposed to allow cyclists to use the pedestrian operated crossing of Kooyong Road.

Build a raised pedestrian crossing on Union Street at the intersection with Kooyong Road to provide priority for pedestrians to access the train station, bus stop and local shops. Raised crossings improve accessibility, and improve safety by making people walking more visible to drivers. This would require combining the left and right turns out of Union St which reduces the crossing distance and allows a safe crossing to be built.
